The diagnostic began at portfolio level and then tested evidence at a sample of representative assets. That approach distinguished missing performance from missing documentation and prevented the roadmap from treating every gap as a capital project.

The resulting operating model assigned each metric to a source system, named an accountable owner, set an approval cadence, and documented calculation rules. Asset teams received targeted actions while leadership gained a consolidated view of portfolio priorities.

A final submission calendar and score-improvement model helped the hypothetical client focus resources on material, feasible measures rather than pursue points without operational value.
